Writing for the Local Government Association (LGA), Dr Sakthi Karunanithi argues that the Government's plan to rewire the state, including local government reorganisation, should be judged on whether it makes people healthier and places fairer, not on whether new structures go live on time, and that the deciding factor is each place's ability to adapt, collaborate and protect prevention when budgets tighten.
"The Government has made “Rewiring the State” a priority. The real test is not whether structures change, but whether a rewired state creates fairer, healthier and more resilient places. The moment of reform is also a moment of choice. We can simply redraw the map of local authorities and strategic authorities, or we can redesign the state around prevention, equity and public value."
